И с другой стороны, может ли один из родителей законно воспрепятствовать вывозу ребёнка другим родителем?

Foreign Passports - the Problem of Dual Nationality

Just keep in mind that no international law requires compliance with such requests, although some countries may comply voluntarily.

меня интересовало как раз наоборот, не будет ли проблем у одного из родителей при выезде из США, из-за того, что у него нет письменного разрешения на выезд другого из родителей, как это бывает, когда вывозишь ребёнка из беларуси.
