Exchanging an Out-of-Country License for a Maryland License
Proof of age, identity and residency, are required, use our online document guide to determine what you will need to bring with you to the MVA branch office.
You must present the out-of-country license (may be valid or expired.)
If you do not have your license, you must present a driving record from the country’s license issuing authority. The driving record should be accompanied by an apostille or a letter from the country’s embassy verifying the driving record.
The out-of-country license may be required to be accompanied by an international driver’s license or translated into English by an approved MVA translator.
You must pass a vision screening and one that is provided by a doctor must have been administered within the previous 12 months.
The vision screening can be administered at the MVA branch office; or
You can submit a completed vision screening form (DL-043 or DL-043a)
You must complete a 3-hour drug & alcohol education program if you have never been licensed in the U.S.
You must pass a knowledge test and a driving test in a motor vehicle that you must provide. However, if you are converting or transferring a valid driver’s license that has not been expired for more than one year from the following places, you do not have to take the knowledge and skills test. The license must have been issued by a U.S. Territory; American Samoa, Guam, Puerto Rico, U.S. Virgin Islands or Northern Mariana. If you were born before September 30, 1979 in the Panama Canal Zone, or the license is from Canada, Yukon Territory, or France you do not have to take the tests. However, if your license is from the Republic of Korea (South), the Federal Republic of Germany, Taiwan (Republic of China) or Japan and it is expired, you will have to take all tests. Как я понял с out-of-country license не будут требовать driving practice (14-60 часов). Но не совсем понял это “If licensed for less than 18 months, you will be issued a Maryland Provisional License.”, т. есть full drive не выдадут, если права получены не более 18 месяцев, да? Точнее будет так:
Special provisions apply for drivers, regardless of age, who have less than 18 months of experience and hold a license from another state or country.
The provisional license must be held for the minimum time periods specified below and remain free of moving violation convictions:
drivers previously licensed less than 6 months must hold a Maryland provisional license for 18 months and be conviction-free.
drivers previously licensed 6 to 12 months must hold a Maryland provisional license for 12 months and be conviction-free.
drivers previously licensed between 12 and 18 months must hold a Maryland provisional license for 6 months and be conviction-free.
Да именно как там написано. Только алкогольную лекцию пройти не забудьте и перевести права у правильного переводчика.
Кроме этого, я не совсем понял нужно ли посещать Maryland Driver’s Education course, если есть права (полученные не в США) или это требуется посещать всем? Заранее благодарю.
Нет, нужно только трёхчасовой курс Safe and Sober.

Мне один знакомый сказал что якобы в США даже не проверяют когда ты получил права у себя дома, то есть если не давно получил вод. права то можно сказать что получил более 1,8 г тому назад чтобы получить сразу full driver license, а не ездить 1,8 года с provisional. По мне это как-то не правдиво, даже если можно сказать что поменял старые права на новые у себя дома, если будут придираться к дате выдаче вод. Прав, но они могут это проверить по серийному номеру водительских прав и здесь ничего не придумаешь. Короче, он утверждает что такой вариант прокатывает. Что можете подсказать?
Я советую не врать, даже если у кого-то когда-то прокатило.

Есть ли в Мэриленде Third Party Testing Center для сдачи Road Test как например Driven2Drive.com (можно выбрать любую дату для сдачи теста) в штате PA? В лучшем случаи можно сделать appointment только 30+ дней наперед через Central Scheduling System.
