in Visas Mantis Security Advisory Opinion (SAO).
Visas Mantis SAO processing times have risen to 12-14 weeks, causing disruptions in the lives of travelers planning to enter the U.S. on nonimmigrant visas. For example, many students and temporary workers who returned home for vacation during Christmas 2008 are still awaiting their visas to return to school and work.
This SAO is a security check to ensure that science and technology students and professionals seeking U.S. visas aren’t likely to try to illegally export U.S. technologies. The last time Visas Mantis SAOs were so long was after 9-11, when the U.S. government struggled to update and plug holes in the SAO system.

average wait of 4 months
Folks, I got an email from our company lawyer today. He had called up DOS and the lady with whom he spoke in detail said that the current average delay is 4 months starting from the date of the interview!

4 months seems logical
The 4 month wait (for people who interviewed in late Nov) seems logical… the clearance time has been steadily increasing. People who got cleared in mid-Nov had waited for ~8 weeks, while those cleared in early Feb had waited for ~12 weeks. With this extrapolation, someone who interviewed in late Jan or Feb could wait for 6+ months.
My lawyer also said that there is NOTHING that can be done besides waiting. All information relating to security check is confidential. So Gandhigiri is utterly useless too. The Consulate doesn’t know what the Department of State is doing, and the Department of State doesn’t know what the numerous agencies (responsible for security check) are doing. And one agency doesn’t know what the other is doing, they just do their job. If someone got a clearance just after their lawyer inquired, it’s coincidence.

I agree with the part you said about nothing can be done to expedite the process. I work for a National Lab and have a co-worker from China stuck for 3 months and waiting. His Supervisor is extremely well connected with Congressmen/Senator/DHS and has been trying to check the status and expedite the case but has been totally unsuccessful.
The process is probably the way you outlined it, a black box. So, nothing can be done but wait…

I called chennai consulate today, lady was kind enough to look into my case and all. After looking, she said it is not updated. She asked me to wait for an update and not to contact consulate quite often. There is no time frame and all.

103 days today and still waiting. All our statistical calculations have been skewed (an screwed) by DoS!!! As per our calculations 104 days was the outer limit.

Other thing is nearly 101 cases cleared in March 3 update...50% or more of them are recent ones..are they preferring the ones after Dec or are they different cases??
Have they forgotten people from Nov and Dec 2008??

I contacted DOS today. I was told that my case is 'pending' and that they started processing my application on 5th December (interview at ND on 1st December and docs submitted on 2nd). When I asked if I can get an approximate date of decision, the lady told me that she don't know because "they won't tell us". I guess she was referring to the other agencies who actually do the processing.

Hi guys!
Found this forum via google. Actually I’m from Russia and I was wonder what is going on with this ridiculous processing.
Looks like we have the same **** all around the world. Delays are everywhere: in Moscow, Warsaw even in Seoul.
I’ve been waiting for over than 100 days and I know guys who’s been waiting even longer.

Interview Date : Nov 12th, 2008
Docs Sent : Nov 17th, 2008, Ack received same day
Docs Received : Nov 21st (Assuming 4 bus. days)
Qualification: Ph.D in Biochemistry (US)

I have stopped counting days , i think its been more than 17 weeks now, i dont know if this is going to end anytime soon.
I did not post any in the forum for the past weeks because i feel depressed every time i have to post my status as pending process, anyway i hope some of November folks got clearances.

Planning a Petition
We are planning to write a petition to various Governmental Agencies (DOS, USCIS, GAO), Lawmakers (President, Secretary of State, other involved Senators and Representatives), Universities (Deans and Heads of Departments), Funding agencies (NIH, DOD, NASA), Newspapers about the delay in the 221g TAL processing and how its affecting the National Interests of the US. Please, Please make an effort to join the 221g TAL group by Visal Thapar on “Chehera Kitab” (translate to English). We are compiling a list of all the people there and posting as many cases on it will be very valuable and make the petition impactful.
Suggestions to make this better organized are most welcome.
